社區改造,精英行不行?

上週五一則有趣的新聞。大意是說,一項實驗計畫的成果顯示,讓教育水準、社經地位較高的人住進貧民區,並無助於改善整個社區的環境。原因不外是這些「菁英」其實對社區比較缺乏認同感,自然也就發揮不了影響力云云。

District improvement
Trouw reports that people with high incomes living in poor districts have little positive effect on social relations there. Several Dutch cities are trying to solve problems in poor districts by increasing the number of wealthy and highly educated people living there. Dutch Social Geographer Gert Neefs, who has carried out research in the Utrecht district of Kanaleneiland, comes to the conclusion that highly educated residents often have less faith in their district compared to their less well-educated counterparts. Mr Neefs says that the wealthier residents also "don't mingle as much with people from other ethnic groups".
為什麼有趣呢?因為 homao 系上有一組是研究關於移民問題的,剛好講到這個研究。西歐這些已開發國家的移民問題由來已久,如何讓各種不同族群更融入主流社會,也是政府施政的重點,進而促成了這個領域諸多的研究。

在哲學層次上,也有學者們會爭論「什麼是主流社會?」「什麼是尊重少數?」給予少數族群特殊的優惠,究竟是歧視還是尊重?這或許離現實政策有點遠,但是如果能有一個共識做為政策的目標,可以讓政治口水大為減少。

在實務上,從特定族群對於社區居民生態的影響(諸如人口的遷移....等等),到如何能讓社區朝向政府希望的目標慢慢演變(像上面引述的研究),五花八門,有種欣欣向榮的感覺。

期待有朝一日,台灣政府可以結束無聊的口水,做些像這樣的事情。
